One thing to consider is the deterrent effect of vaccinating the population. Having a population that is naive to smallpox is practically an invitation to have someone develop and use smallpox as a weapon. Smallpox is one of the few potential bio-weapons that is highly contagious from person to person. However, if the population is vaccinated, the utility of smallpox to an enemy is reduced to the point where it is not worth developing and using.

It is now 2009. Military vaccinations have gone well, and no attempts have been made to vaccinate the civilian population.

Along with the color-coded Homeland Security Advisory System, the small pox vaccination program was transparently intended to instill fear in the American public, with the end result of re-electing the existing government.

They worked.

After the 2004 re-election of Mr. Bush’s government, both programs dropped to near-invisibility in both public discussion and Administration rhetoric.

Mr. Shermer’s reasoned response to the small pox scare appears tepid in light of the intervening 4 1/2 years.

Although I share this view about unnecessary panic in regards to different terrorist threats, the fact is clear that the russians continued to produce weapons grade smallpox even after the supposed decision to stop research and development on the same topic.

In fact, the russians not only developed a genetically manipulated form of the disease which has no known antidote, it is also possible that they developed a strain of the disease which is combined with ebola – a chimera virus.

Please look for an article by Richard Preston called ‘THE BIOWEAPONEERS’. Forget about the terrorist… these weapons may be aimed at us even now.
